    Heliospheric modulation of the interstellar dust flow on to Earth

    Aims. Based on measurements by the Ulysses spacecraft and high-resolution modelling of the motion of interstellar dust (ISD) through the heliosphere we predict the ISD flow in the inner planetary system and on to the Earth. This is the third paper in a series of three about the flow and filtering of the ISD. Methods. Micrometer- and sub-micrometer-sized dust particles are subject to solar gravity and radiation pressure as well as to interactions with the interplanetary magnetic field that result in a complex size-dependent flow pattern of ISD in the planetary system. With high-resolution dynamical modelling we study the time-resolved flux and mass distribution of ISD and the requirements for detection of ISD near the Earth. Results. Along the Earth orbit the density, speed, and flow direction of ISD depend strongly on the Earth's position and the size of the interstellar grains. A broad maximum of the ISD flux (2x10^{-4}/m^2/s of particles with radii >~0.3\mu m) occurs in March when the Earth moves against the ISD flow. During this time period the relative speed with respect to the Earth is highest (~60 km/s), whereas in September when the Earth moves with the ISD flow, both the flux and the speed are lowest (<~10 km/s). The mean ISD mass flow on to the Earth is ~100 kg/year with the highest flux of ~3.5kg/day occurring for about 2 weeks close to the end of the year when the Earth passes near the narrow gravitational focus region downstream from the Sun. The phase of the 22-year solar wind cycle has a strong effect on the number density and flow of sub-micrometer-sized ISD particles. During the years of maximum electromagnetic focussing (year 2031 +/- 3) there is a chance that ISD particles with sizes even below 0.1\mu m can reach the Earth. Conclusions. We demonstrate that ISD can be effectively detected, analysed, and collected by space probes at 1 AU distance from the Sun.Comment: 17 pages, 17 figure

    Increasing uptake of improved land management practice to benefit environment and landholders: insights through a transaction cost lens

    Transaction costs, related to either investigating improved land management practices (ILMP), engaging in adoption support programs for these practices and/or implementing changes on-ground, create barriers to ILMP adoption. Perceived and actual transaction costs have long been hypothesised as a potential barrier to grazier adoption of ILMPs in catchments to the Great Barrier Reef. Applying a framework derived from transaction cost theory, we assess this hypothesis. Through semi-structured interviews of a sample of participants in two ILMP programs, we find that ILMP adoption support program characteristics have a large influence on perceived and actual transaction costs of landholders seeking to engage in ILMP programs or adopt ILMPs. The importance of establishing and nurturing relationships between landholders and extension officers was also highlighted as critical to reducing landholder transaction costs. The degree to which relationships reduce transaction costs demonstrates the importance of fostering landholder leadership in ILMP program design as well as targeted extension in supporting adoption

    To support the development of the Reef 2050 Water Quality Improvement Plan 2017-2022, a multidisciplinary group of scientists, with oversight from the Reef Independent Science Panel, was established to review and synthesise the significant advances in scientific knowledge of water quality issues in the Great Barrier Reef to arrive at a consensus on the current understanding of the system. For the 2017 Scientific Consensus Statement, the information and findings in these assessments and in other scientific publications were reviewed and synthesised in four supporting chapters. This fifth and final chapter provides a synthesis of the key findings of these four chapters and, based on this evidence, makes recommendations for future management of water quality in the Great Barrier Reef. The overarching consensus is that: Key Great Barrier Reef ecosystems continue to be in poor condition. This is largely due to the collective impact of land run-off associated with past and ongoing catchment development, coastal development activities, extreme weather events and climate change impacts such as the 2016 and 2017 coral bleaching events. Current initiatives will not meet the water quality targets. To accelerate the change in on-ground management, improvements to governance, program design, delivery and evaluation systems are urgently needed. This will require greater incorporation of social and economic factors, better targeting and prioritisation, exploration of alternative management options and increased support and resources

    Scrutinizing the impact of policy instruments on adoption of agricultural conservation practices using Bayesian expert models

    Policy instruments—such as regulation, financial incentives, and agricultural extension—are commonly applied by governments to promote sustainable agricultural practices and tackle ecosystem degradation. Despite substantial investment, little data are available to gauge the impact of evolving policy mixes. We constructed a Bayesian network model to explore relationships between pol-icy instruments, contextual factors, and adoption. Applying a series of scenarios, we present examples of how different instruments influence adoption and how their effectiveness is shaped by contextual factors. Scenarios highlight that the effect of policy instruments is often modest, and constrained by diverse practice and population characteristics. These findings allow us to reflect on the role of policy instruments, and the conditions necessary to support practice change. For example, our findings raise questions about the role of financial benefits versus financial capacity, and highlight the potential importance of concepts such as mental bandwidth in shaping both motivation and capacity to adopt

    2017 Scientific Consensus Statement: land use impacts on the Great Barrier Reef water quality and ecosystem condition. Chapter 4: management options and their effectiveness

    This chapter seeks to answer the following questions: 1. What are the values of the Great Barrier Reef? 2. How effective are better agricultural practices in improving water quality? 3. How can we improve the uptake of better agricultural practices? 4. What water quality improvement can non-agricultural land uses contribute? 5. How can Great Barrier Reef water quality improvement programs be improved? Each section summarises the currently available peer reviewed literature and comments on implications for management and research gaps. This chapter has a wider scope than previous Scientific Consensus Statements, including, for the first time, the social and governance dimensions of management and the management of non-agricultural land uses. These new sections are constrained by a lack of Great Barrier Reef–specific data and information. The relevance of information from other locations must be carefully considered. In comparison, the agricultural practice change and economics sections provide an update on material compiled as part of the 2013 Scientific Consensus Statement. This report has been confined to peer reviewed literature, which is generally published in books and journals or major reports. There is additional evidence in grey literature, such as project and program reports, that has not been included here. Each section of this chapter has been compiled by a writing team and then revised following a series of review processes
